Because Spain is large and the climate and geography vary, there is not a simple solid answer to this. It really depends on where in Spain you are wanting to go and what you want to do.
But generally speaking early fall and late spring are the best times to travel to Spain.

Spain is a popular destination for travelers and for many good reasons. That means it can be very crowded during high season (summer and around Christmas and New Years). But it becomes much less crowded during September. This means that you can often get great bargains on accommodation and even some transportation.
And with fewer people at the main attractions, you will not always be fighting for that spot for the perfect photo.
The weather is generally still pleasant
Summers in Spain can be boiling hot. And although it’s known for its warmth and sunshine, the winters here can get brutally cold, especially inland and in the mountains.
But if you plan a trip to Spain in the early fall, depending on where you go, the weather should still be quite pleasant. Sometimes you can get really lucky; I’ve been able to swim in the Mediterranean as late as early November (but don’t count on that).
Those fall colors though…
Spain may not be world renowned for fall foliage, but perhaps it should be. During the fall months, the trees all over the country turn brilliant shades of reds, oranges, and yellows. Everywhere from Madrid’s Retiro Park to the Pyrenees to Granada, nestled in the foothills, Spain can give New England and Japan a run for their money when it comes to gawking at the fall colors.
Be sure to take some time to visit Spain’s natural wonders or at least its urban parks, if you come during the fall. Chances are you will find that peak foliage time somewhere in the country.
Fall is the start of the cultural season at museums and theaters
Hoping to see the latest exhibition at one of Spain’s world-class museums? Looking to catch the hottest show at the theater? Fall is the time to do all of that. Did you know that in all of Europe, Madrid is second to London when it comes to the number of musicals and plays running?
